I need to put a formula in cell G8 with the HLOOKUP formula with an exact match to return the last name of the operator assigned to the call. And also to put vlookup and hlookup together

Hi there,
I need to fill out the yellow section of the workbook. I need a formula which can drag the data from another work book onto this spreadsheet and one that I can just use for every week. Ideally I would want the formula to match the cell with the week number. I am needing it to find the week number and transfer the formula for a 1 week forcast in one cell, a 2 week forecast in another cell and finally a 3 week forecast in a third cell.

I am trying to match different rows together and receive a count of how many match the criteria with row I. Basically for row Y i want to count how many instances are both nfp for rows I and K.
