Hi! I want my conditional formatting to only apply if a particular cell is filled in. How can I solve it?

Hello, I need help with conditional formatting. My issue: I have a delivery schedule that I need to track. If the order is created between 00:41 and 01:40, delivery time must be by 02:55. If the order time is between 01:41 and 02:40, delivery time must be by 03:55, and so on throughout the day 24hr. Sorry I'm an absolute noob in Excel, and actually need help with conditional formatting in Google sheets.I know it's not even half as good as Excel, but that's all I got to work with. I need to create conditional formatting: if the currency value in column B row 12 equals the currency value in column F row 12 then make the cells in columns A and B row 13 should turn green. I also want to ensure that should the rows change (i.e. I add or remove a row) the formula will still work.

My conditional formatting is not showing up right away. If I scroll the field with conditional formatting off the page and then scroll back to it, the conditional formatting will work. What is causing this to happen? It was working fine yesterday.

Forms are sent to hundreds of TV stations for our clients. We must use ".xls" files because about half can't open ".xlsx" files. When completed and returned about half are "xlsx" files and half still "xls" formats. But occasionally we will get back ".xlsx" files that have errors inducted in conditional formatting or validation settings. I know that if you open them in Numbers or good docs, the files won't work. But I know know why some, no nearly all, will return with formating or validation errors. I can supply a file with the errors and the original that was sent.
