I want a function that will automatically count the number of characters on a certain cell?

I have something that is charged by units. I have a total unit count (ie 100), but the dollar value is different for each unit length (ie 0 to 25, 25 to 50 etc) how do I create these different ranges from the original total?

I am managing a rule for a spread sheet. I want rule to check for a specific letter "h" in this example, in order to change the colour of a cell. The problem is, it conflicts with another rule that changes to a different colour, with "ath" in. What im trying to achieve is the former rule, to check the cell for only specifically "h" and not count any time it is contained next to other characters.

how can i turn my sumifs into a countifs because my sumifs works great and i also want to count the thing im summing
