if actual sales higher than quota pay 5% if actual sales lower than quota pay 2%, how do I write this formula?

What I understand from description is that there is a quote column and there is a actual sales column. Now you want to pay 4% if actual is greater than quote's otherwise pay 2%.

=IF(B2>A2,B2*4%,B2*2%) here is the formula assuming you want 4% and 2% of actual sales.
