Question description:
This user has given permission to use the problem statement for this
blog.
Column C contains numbers only from rows 9 to 21. These could be either whole numbers - 1, 2, 3 etc or decimal numbers 3.5, 4.2 or 5.0. Minimum is 1 max is 5. If a cell C9 - C21 does not have a number then Cell H21 to insert 'ERROR' and conditional format cell to warning colour - red.

I have only copied part of a table - the key element is that col C must have a number whole or decimal. In this example H 14 to go red with 'ERROR' if there is an empty cell in C.
