If cell A1 contains value "xyz", I want cell A2 to require text be entered by user. If cell A1 contains anything other than "xyz", I don't need text entered into cell A2. How do I do this?

I need to count a cell that contains a certain text but omit the text that contains the same text but with extra. For example, I want to count a cell that contains "HM2" but I don't want to count the cell that contains "HM21". Please help, been stuck for so long.
